Redefining the Role of
Taxis in Urban Mobility

How reform, regulation, and technology can
ensure taxis play a key role in future mobility

Reforming the Taxi Industry Whitepaper

Over the last decade, the rise of ride-hailing companies and the impact of the COVID-19 pandemic have profoundly disrupted the global taxi industry.

Despite these transformations, taxis remain essential in many cities worldwide, where they are crucial for urban mobility. Consequently, numerous transport authorities are considering reforms to ensure taxis continue to serve this vital role.

In this paper, we analyse the imperative for reform, examine the necessary steps to achieve it, and propose a comprehensive taxi reform framework aimed at revitalising taxi services. Additionally, we highlight successful reform initiatives from cities where strategic changes have enhanced passenger experiences and preserved taxis as a lucrative and indispensable part of the urban transportation landscape.
