Why did Singapore choose the Bus Contracting Model?

Historically, Singapore’s bus operations were controlled by two operators in a duopoly, which limited competition and stifled innovation. To address these challenges, the Bus Contracting Model (BCM) was introduced, aimed at creating a more competitive and efficient bus service. By separating bus ownership from operations, the Land Transport Authority (LTA) gained the ability to set clear service quality standards, ensuring significant improvements. New legislation was introduced to support the BCM, while operators were incentivised to enhance service quality and reduce costs.

    • Improved Service Quality:  The BCM has allowed LTA to set direction on the required level of service needed and this has led to significant improvements in service quality, with higher passenger satisfaction and reliability.
    • Cost Efficiency: By introducing competition and promoting cost-effective practices, the BCM has helped to contain costs and ensure value for money. 
    • Innovation and Technological Advancement: The model encourages operators to adopt new technologies and innovative solutions to enhance service delivery. 

The Role of Technology:

Real-time bus tracking systems, passenger information displays, and mobile apps have empowered commuters to make informed decisions and plan their journeys efficiently. Additionally, these technologies have enabled the LTA to monitor service performance, identify areas for improvement, and ensure compliance with service standards.
